Smart Growth has twenty-five years’ experience in business support programme evaluation (such as business support to start-ups and enterprises). We have evaluated all manner of business support project and programmes, with a particular focus on ERDF-funded projects and programmes and summative assessments. Our work is fully HM Treasury Green Book compliant and establishes in detail the sub-components of economic impact.

Our Approach
Often comprising surveys amongst business beneficiaries and stakeholders, and secondary research of management information and official data sources, the work establishes in detail the performance of a project against its targets and outcomes and the economic impact of the programme on the local economy. It also sets out the strengths and weaknesses of the support and gives clear and detailed recommendations as to how the business support can be improved for future programmes.
Application of our Expertise
Jim Plunkett-Cole has undertaken a large portfolio of evaluations for the Insight Works as well as a number of other large-scale business start-up and support programmes across Bristol, Swindon and Wiltshire and the Heart of the South West. Jim also spent almost 2 years as an adviser on the HM Treasury Green Book User Steering Group, representing CEDOS members from across England.
